Can I apply to Chevening without an offer?

About £22 million was spent by the British Foreign and Commonwealth Office for Chevening Scholarships in 2007-2008.

The Chevening Scholarship program cost about £4 million that same year. The British Foreign Minister indicated in July 2010 that the funding for scholarships will be reduced by £10 million as part of broader budget cuts.

As a result, some scholarships for 2010–2011 were cancelled. Following a screening phase, the 2011–12 scholarship application season commenced in February 2011.

More than 700 scholarships were offered globally in 2011–12, an increase. The number of scholarships grew to 1,500 in 2015–16. The total number of scholarships awarded in 2017–18 was 1,650.
